Robert R. Kulikowski, Ph.D.,  Senior Director, Environmental Planning
Mr. Kulikowski serves as Senior Director of Environmental Planning at Langan. Previously, he was the Director of the New York City Mayor’s Office of Environmental Coordination from 2002 until 2013 where he oversaw the City’s environmental review process and formulated environmental policy for the City. In particular, he oversaw and coordinated the update of the CEQR Technical Manual in conjunction with other City technical agencies. More recently, under Mr. Kulikowski’s guidance, the City’s Type II list was updated to include a number of new actions that no longer require environmental review.

On behalf of the Deputy Mayor for Economic Development in the Office of the Mayor, Mr. Kulikowski, as Assistant to the Mayor, was responsible for guiding and overseeing various consultants in the preparation and acceptance of CEQR environmental reviews for City projects, including major economic development projects.  Responsibilities included overseeing and guiding the preparation of all CEQR documents, assisting with the preparation of ULURP applications and ensuring their consistency with CEQR documents, analyzing potential environmental impacts of proposed actions that ranged from mapping and de-mapping streets, changing zoning designations, creating zoning special districts to instituting new zoning special permits.  The entire gamut of environmental review documents was prepared under the auspices of Mr. Kulikowski, including both negative declarations and conditional negative declarations based on environmental assessment statements (EASs); positive declarations and scopes of work for environmental impact statements (EISs), targeted EISs, generic EISs, supplemental EISs, technical memoranda, notices of completion, and statements of findings.

Mr. Kulikowski was also responsible for coordinating environmental reviews performed pursuant to SEQR and/or NEPA to ensure consistency with City requirements.  Such projects included the Goethals Bridge Replacement EIS and the Bayonne Bridge Deck Elevation project environmental review to ensure that the technical analyses, particularly transportation, were adequate to support City decisions made under CEQR.  He also coordinated NEPA reviews with the Federal Energy Regulatory Commission and City agencies for projects such as the Spectra Pipeline and the Rockaway Delivery Lateral Project.  The latter will provide natural gas to an on-shore delivery point at an interconnection with National Grid’s pipeline system, the extension of which was the subject of an EAS and negative declaration under Mr. Kulikowski’s supervision.
